3. The high-tech results which contain high and mature technology, have vast marketing prospects and can bring better profits, once evaluated and estimated by the experts of the city-class administrative committee of S&T (science and technology) or of the higher class, can be considered as 25% out of the total shares of the enterprise (except the consolation).

4. As to the high-tech enterprises and the investors who can't make payment of registration right now can achieve it by stages in 2 years. The enterprises whose registration funds achieve to 50% of the total expenses can be admitted to register (including the technology results accounted by net); the external investors can register as the enterprise of nation capital if their investment can achieve to the 25% of the total registration expenses or even less.

5. The investors who invest construction projects in the high-tech zone can possess the following preferential price of land:

(1). To those that get their land-using right through the way of appropriation, the price of rent for one year is one Yuan per square meter.

(2). To invest on industry project in the zone, the enterprises whose fixed assets achieve to 50 million Yuan or over it at one time can get 1 factory building or land of 40 Mu; the enterprises whose fixed assets achieve to 100 million Yuan or over it at one time can get 2 factory buildings or land of 80 Mu.

6. The enterprise that rent the standard factory building for industry project can rent the building for free in the first year. From the second year the rent funds of every factory building are 4 Yuan per square meter. To those whose fixed assets achieve to 50 million Yuan at one time, the rent funds of one factory building for the first 2 years are free. And the funds of renting every factory building are 4 Yuan per square meter per month for the following years. To those whose fixed assets achieve to 100 million Yuan or over it at one time, the funds of renting one factory building for the first 3 year are free. And the fund of renting every factory buildings is 4 Yuan per square meters per month for the following years. The standard factory building is sold by its cost without profit.

7. Set the high-tech industrial zone as "free area". The enterprises in the zone are free for the administrative expenses.

8. The first running water and electricity using for the enterprises in the zone are free.

9. Investors is encouraged to set up high and new technology enterprises (or projects) in the zone. The financial income of the investment and production in the first year are all used to support the construction of the enterprises.

10. As to the high-tech enterprises invest in the zone, the taxes and the additional parts of the first 3 years will be turned back to the enterprise by 50% by the same finance level for its further expanding. The new project of the old enterprises can follow such policy.

11. The industrial products of the enterprises in the high-tech developing area which is estimated by the quality system and gained the honor of provincial famous brand, or the non-inspection certificate of state and the provincial new product certificate or higher than province class, will gain 70% tax which the department of the same finance can obtain in 3 years.

12. Any enterprise that converts inhere assets (including realty, machine equipment material raw and processed materials, products, semi-manufactured goods) into money and participate in enterprise's stripped-down will be free of contrast fax, sales fax and additional tax of education if its realty and land usufruct does not have actual rfade or will only turn in the first cost when asked for realty and land department to deal with the rights certificate's changing of house adroit and land usufruct.

13. To attract assets (fixed investment) into the high-tech zone, external funds is given 5‰ of the funds and internal funds is given 4‰(equipment is accounted by net).

14. Encourage various kinds of professional personnel to run business in the high-tech zone. Those Master postgraduates or over it which is employed to take up the research and exploitation can be applied for finance research expenses for 3 years. The enterprises deliver 30,000 Yuan as allowance for the family expenses.
